Madrid Unlabelled Cars, Transitional Regime Rules

Since 7 April 2026 some unlabelled cars may drive in Madrid again, but only category A cars registered in the city since 1 January 2022, plus vans, lorries and motorcycles wherever registered. The permission is tied to nitrogen dioxide readings and switches off with six months of notice.

Low emission zones almost never go backwards. Madrid did, on 7 April 2026, returning the right to drive to a slice of the vehicles that had lost it 15 months earlier.

What the Ayuntamiento de Madrid approved is a conditional exception rather than a reversal. It restores driving rights to some category A vehicles, the ones with no environmental label at all, while tying that permission to something no driver controls: nitrogen dioxide readings, taken station by station. It covers category A cars registered in Madrid since 1 January 2022 and category A vans, lorries and motorcycles wherever they are registered. Hire cars and foreign plates stay out, and withdrawal gives six months before the €200 fines resume.

Is the Madrid transitional regime permanent? No. Since 7 April 2026, category A cars registered in Madrid since 1 January 2022 and category A vehicles that are not cars may drive again. The permission holds only while nitrogen dioxide stays within limits at every monitoring station in the city, and its withdrawal gives six months before €200 fines resume.

For a visitor the practical answer arrives early, and it is short. The framework it sits inside is in which cars can drive into Madrid.

It does not reach visitors, hire cars or foreign plates

Every route into this regime runs through a Spanish register, and the Ayuntamiento publishes the requirement in those terms. A car has to be listed in the Registro Nacional de Vehículos and on the municipal vehicle tax roll, with a Madrid address held continuously since 1 January 2022.

None of that is available to someone arriving for a week. A hire car is registered to the rental company rather than to a Madrid household, and a foreign-plated vehicle gets no label from the Dirección General de Tráfico and appears in no Spanish register, a problem covered in driving into Madrid on foreign plates. For both, the position is unchanged from before April 2026: an unlabelled vehicle cannot be driven anywhere in the Madrid Low Emission Zone and the fine is €200, reduced to €100 for prompt payment.

The regime is therefore a residents’ measure that happens to be reported as a general relaxation. Reading it as the latter is how visitors end up fined.

The split runs by vehicle category, not by emissions

Two groups qualify, and what separates them is not how much they pollute.

Cars need the full set of conditions: category A, a Madrid address since 1 January 2022 without interruption, and entries in both registers. Vehicles that are not cars — lorries, vans and motorcycles — are covered wherever they are registered, with no address requirement at all.

The consequence is easy to state and hard to justify on air quality grounds. An unlabelled van registered in Toledo may drive through Madrid; an unlabelled car registered in Toledo may not. Same absence of a label, same road, opposite answers.

One monitoring station can end it

In the wording the Council publishes, the permission holds only while nitrogen dioxide readings stay within limits at every air quality monitoring station in the city. That single word carries the whole arrangement.

A favourable citywide average is not enough, and neither is most stations complying. One station above the limit is enough to start the process, which turns a measurement into a legal trigger. If it happens, the Junta de Gobierno issues a decision declaring the regime extinguished and fines resume six months later.

According to the Ayuntamiento de Madrid, six months is the entire warning the system provides. It is enough to sell or replace a car and not much more, which matters to anyone who has rebuilt a daily routine around a vehicle that has no label.

What it does not change

The two ZBEDEP areas keep their own rules. An unlabelled vehicle still cannot enter Distrito Centro or the interior of Plaza Elíptica whether or not the transitional regime covers it elsewhere, and the differences between the three zones are set out in Madrid’s three restricted zones.

The two permanent exemptions are untouched as well: drivers holding a reduced-mobility parking card registered in the access system, and vehicles entered in the historic vehicle register. Neither was created by this regime and neither disappears if it ends.

Reading the timeline from 2025 to the next decision

Set out in order, the mechanism is easier to plan around than to summarise:

  1. 1 January 2025. Unlabelled vehicles banned from every urban road in the municipality.
  2. 7 April 2026. The transitional regime begins, fifteen months later, for two defined groups.
  3. A breach at any station. Nitrogen dioxide above the limit at one monitoring point.
  4. The extinction decision. Issued by the Junta de Gobierno once a breach is recorded.
  5. Six months after that. Fines of €200 resume for everyone the regime had covered.

Only stage five is visible from the driving seat, and by then the decision behind it has already been taken.

The perimeter is defined by naming six official neighbourhoods, and none of them is called Lavapiés: that area is Embajadores, code 012, at 103.4 hectares.

Does the Madrid transitional regime apply to visitors?

A permission that depends on a monitoring station is not a right. It is a stay of execution, notice period included.
