One mountain, two regional governments
The park is national in status but not centrally run, which is why the rules change as you cross the ridge line.
Administration is shared between the Comunidad de Madrid and the Junta de Castilla y León. Boca del Asno and Los Asientos lie on the Segovia side, and their seasonal control resembles neither Los Cotos nor Cercedilla. That summer time window is seasonal. Through the rest of the year the car park carries no equivalent restriction on hours, while the daily vehicle cap continues to apply.

Anyone booking a club outing or a school trip months ahead needs this one first, because it is not a formality applied on the day.
Groups of 15 people or more visiting the Los Cotos area and the Peñalara massif need authorisation and a prior appointment. A single group is capped at 55 people, and the total admitted in organised groups is 110 people a day. That sub-limit is carved out of the general 945 ceiling rather than added to it.
Where a Peñalara day fits in a trip
Reaching the massif takes a full day once travel from the city is counted, which puts it out of reach of a short break.
